Literature review is required to write.

Show that your knowledge of the area of interest is detailed enough that you are able to identify gaps in the coverage of the topic; thus justifying the reason(s) for your research.
3. Show that you know what the key variables, trends and ‘actors’ are in the environment of your study.
Based on extensive review you will know what the important issues are that need to be investigated.
4. Adjust the outcomes of your Literature Review according to research design.
Note that you need to end up with a theoretical framework (literature review; hypotheses and refined conceptual model for quantitative studies) or a preliminary model, a priori themes or identified categories for qualitative studies.
