With the number of older people increasing as a proportion of the population in the UK, the Government is concerned that it will not meet the cost of pensions. It has also seen evidence that the number of young people (under the age of 40) taking private pensions has decreased. Develop a research strategy and design that investigates why uptake of pensions is declining with the view to engineering an increase in the future.
