In writing this memo, you are a local government or public interest group staff member (pick one). You are writing to your superior to influence the postulation of policy on the mandate that follows your belief. This is an advocacy memo.
The purpose of this briefing memo is to give the recipient a very short background paragraph, an issue paragraph on one or more important aspects of the mandate and a position statement. You must justify your position and write persuasively. Do not argue for or against the entire Act or program. Pick a component and a position on that. As examples: Should the United States develop a national Education Curriculum? Do not cut and paste or paraphrase sources. Write this all in your own words as you would say it to the recipient if you were presenting it orally. Be sure to source your materials either by footnote or with a list of sources.
