Read 33 CFR Part 142 which is intended to promote workplace safety and health by establishing requirements related to personnel workplace activities and conditions, and equipment on the Outer Continental Shelf (OSC). Subparts A-C provides basic safety and health rules for general safety duties, PPE and general workplace conditions.

Keep in mind that Coast Guard has jurisdiction for the safety of crew members about vessels in the Gulf. Floating drilling rigs are considered vessels. The requirements of Part 142 contain Subparts A, B and C which should be including in the orientation power point that you prepare. Provide the basic workplace safety and health rules and requirements contained in Part 142. Assume for the purposes of this assignment, you are employed as a safety person for an offshore oil and gas drilling company operating a MODU. This orientation would be used to train new workers in basic US Coast Guard safety and health rules. The use of photos to enhance your presentation will result in higher grades. Do not simply cut and paste the regulations but summarize these into a few words as possible on your slide and provide a visual aid to go with it. In completing this assignment, you will learn about basic safety requirements for US Coast Guard regulated industries.

Read Chapters 8 & 9 of the Commission Report. The section summarizes the safety culture and lists recommendations for the industry. Pick three recommendations found in Chapter 9 of the report that deal with worker safety and comment the appropriateness of the recommendations you selected for industry. What impact will the recommendations have on the industry in terms of culture, training, and risk assessment? What opportunities do the proposed regulation changes create for safety and health consulting firms to assist industry? Discuss with adequate content and thought your opinions related to the three recommendations you selected.
