You will be graded on a clear, well-illustrated and well-structured argument, with a concise introductory thesis statement that provides a roadmap for your following discussion. Use the main body of your essay to fill out and illustrate your thesis and finish with a conclusion that summarizes your main point(s) and perhaps says something larger or broader about Yu Hua or the issue you have been discussing.
Your paper should:

• develop arguments in a coherent, compelling way, where all information and description presented is tied to your arguments and each paragraph contributes to relevant argument.
• avoid mere description.
• has correct English spelling and grammar.
• be written for an academic audience.
• use a 12 pt font that is easy to read (preferably Times New Roman), with one inch margins.
• include page number of each page.
• include a bibliography / reference list at the end of the paper in a separate page
• use Chicago or MLA style. citations must include page numbers and follow summary or direct quotation.

Order Description
Policy brief to a minister or head of a public organisation about the development, implementation and management of a citizen-centered policy.
Imagine that a minister or head of a public organisation has asked you to write a brief about the development, implementation and management of a past policy in an area of your choice. This will require that you return to some of the themes discussed in the case study in Session 8 as well as drawing on the case study material from Sessions 13-16. This piece of assessment will require you to engage with ALL of the themes raised in the course.
In this assessment you will be asked to put yourself in the place of an advisor to a policy maker or administrator etc. and then write a policy brief on how you developed, implemented and managed a particular policy in one of the case study areas. One way of thinking about this is that the person you are addressing is thinking of adopting a more citizen-centered approach but wants to know more about a concrete example that you encountered in the past and how it worked.
In writing this piece of assessment you will be expected to engage with the themes raised in the research literature (included in the course guide and your own independent research).
Structure your essay anyway you like but you may decide to stick to this template:
1. Title
– Make it short and descriptive.
2. Introduction
– Please make sure you have a clear policy setting and outline the context you operated in. You might include a brief summary what you did and why it is important.
3. Development of policy
– why was the citizen-centered model adopted? Were there problems with past practice? How was the policy developed?
4. Implementation of the policy
– how was the policy implemented? Whose cooperation did it require? Was there resistance from others in your department/organisation or other collaborators?
5. Management of the policy
– did your policy succeed or fail? Why?
6. Broader lessons
– what lessons (specific and general) can be drawn from your experience?
– you may discuss here to broader themes of the course.
7. Conclusion
– provide here a succinct statement of the policy’s success or failure and a very brief appraisal of your approach.
Notes:
* Remember that this is a policy brief, not a research essay. Style it as such. Students in the past have overlooked this.
* Make sure to discuss the different tools and techniques as covered in the subject. Were there problems involved with using these approaches? Where did they work well?
* If you are working in a non-western setting explain what model of democracy and public administration you worked in. Talk about the opportunities and constraints placed on you as part of this model of public administration.
* You can draw from what was presented in the presentation or do something entirely different.
* Although this is called a research essay it will be different in tone and substance to the Assessment 1 which is a standard research essay.
* There are two examples of policy briefs attached in the Assessment page in the LMS you might find helpful to look at.
You can write from the perspective of a senior advisor and assume the person you are writing to knows relatively little about citizen-centered policy making although you do not need to explain citizen-centered policy making in great detail. The purpose of this assignment is to apply your knowledge from this subject and your skills in applying research and analytical thinking to a hypothetical public policy advising context.
You will be marked on the following criteria:
-Demonstrated research skills
-Demonstrated analytical skills
-Demonstrated skills in summarising and synthesising information
-Presentation for policy proposal document – presented in prescribed format, with clarity in written expression, and with use of citations and research appropriate to the context.
